Budget of the United States Government: Budget Information for States Instructions Fiscal Year 1998Instructions for using a self-extracting archive1. IntroductionThese instructions describe how to download the program files from the Budget Information for States (BIS) report for fiscal year 1998 (March 1997) and how to remove the files. At the end of these instructions is a listing of the agency subdirectory abbreviations, filenames, and the size of the files. 2. How to Download All the Files or the Files for One AgencyMake a new directory for the BIS data and download the data into that directory. All 135 of the files when expanded require 3.3 MB of space in addition to the 0.9 MB in the self-extracting file. If you want to call the new directory BIS98, one way to make this directory is to type the following from the DOS C:\> prompt:
C:\>MD BIS98
Then download the data to this directory. Expand the archive (i.e., the files) in the new directory by typing:
C:\>cd \BIS98
C:\>BIS98>BIS98 -d
This will create subdirectories under the BIS98 directory for each agency. The subdirectories have the following abbreviations for the names of the agencies:
ED for the Department of Education
ENER for the Department of Energy
EPA for the Environmental Protection Agency
FEMA for the Federal Emergency Management Agency
HHS for the Department of Health and Human Services
HUD for the Department of Housing and Urban Development
IMLS for the Institute of Museum and Library Services
INTER for the Department of the Interior
JUST for the Department of Justice
LAB for the Department of Labor
SERVICE for the Corporation for National and Community Service
TRANS for the Department of Transportation
USDA for the Department of Agriculture
The archive can also be expanded by typing:
C:\>cd \BIS98
C:\>BIS98>BIS98
This will NOT create agency subdirectories under the BIS98 directory. All files will be in the BIS98 directory. Spreadsheets for programs are in ascending order by the Catalog of Federal Domestic Assistance (CFDA) program number. Many brief messages will appear on your screen to report the progress in expanding the archive. IMPORTANT NOTE: In the preceding instructions, please DON'T type the "C:\>" portion of the illustrations. In addition, the files can be downloaded to any drive you select, not necessarily the C drive. For example, if you plan to install the data on your D drive (if you have one), substitute "D:" for "C:" in the above illustrations. Finally, you are not limited to BIS98 as a directory name. Your choice is completely unrestricted (apart from the DOS-imposed limitation of 8-character names). 3. How to Find a Program TableThe file is named according to the CFDA number of the program. For example, the social services block grant in the Department of Health and Human Services has the CFDA number 93.667. Therefore, its file name is C:\>\BIS98\hhs\93667. The program files are alphabetically arranged by their abbreviated agency name, then in ascending order according to their CFDA number. The table of contents (and the page on the Internet that you clicked on to get this text) identifies the name and number of the program together. If more than one program shares the same CFDA number, then an alpha suffix is added to the end of the file name to distinguish each program component. For example, 17.250 is the assigned CFDA number for the Job Training Partnership Act (JTPA) programs, which is composed of three BIS programs. Therefore, the file name for each component is C:\>\BIS98\lab\17250A, 17250B, and 17250C. The data in the program tables are identical to the data in the published version of the BIS. The appearance of the tables, however, may vary because they were prepared by their respective agency. 4. How to Delete All the FilesTo delete the BIS files from your computer, type the following:
C:\>DELTREE C:\BIS98
This will delete the BIS98 directory and everything in it (for DOS/Windows). 5. Agency Subdirectories, Filenames, and Size of the FilesThe agency subdirectories, filenames, and the size of each file are listed below.
