Medicare Physicians Fairness Act--Agreement: A unanimous-consent 
agreement was reached providing that the vote on the motion to invoke 
cloture on S. 1776, to amend title XVIII of the Social Security Act to 
provide for the update under the Medicare physician fee schedule for 
years beginning with 2010 and to sunset the application of the 
sustainable growth rate formula, occur at a time to be determined with 
the concurrence of the two Leaders.

Department of Homeland Security Appropriations Act Conference Report--
Agreement: A unanimous-consent-time agreement was reached providing 
that at approximately 11:30 a.m., on Tuesday, October 20, 2009, Senate 
begin consideration of the conference report to accompany H.R. 2892, 
making appropriations for the Department of Homeland Security for the 
fiscal year ending September 30, 2010, with debate on the conference 
report limited to three hours and 15 minutes, with the time divided as 
follows: 1 hour under the control of the Majority Leader, or his 
designee; and two hours and 15 minutes under the control of the 
Republican Leader, or his designee; that if any points of order are 
raised, any votes on the motions to waive occur upon the use or 
yielding back of time identified above; provided further, that upon 
disposition of the points of order, and if the motions to waive are 
successful, Senate then vote immediately on adoption of the conference 
report, with two minutes of debate, equally divided and controlled, 
prior to any sequence of votes with respect to the conference report.

  Transmitting, pursuant to law, notification of the continuation of 
the national emergency with respect to the emergency declared 
pertaining significant narcotics traffickers centered in Colombia to 
continue in effect beyond October 21, 2009, as received during 
adjournment of the Senate on October 16, 2009; which was referred to

Hemispheric Opportunity through Partnership Encouragement Act of 2008

eligible for preferential tariff treatment after October 18, 2009, as 
received during the adjournment of the Senate on October 16, 2009;
